Congress Moves to Restrict Drilling, Shelves CO2 Cap

Bloomberg -- Congressional Democrats proposed tougher rules for offshore drilling in response to the worst oil spill in U.S. history, while spurning calls to place a price on carbon emissions.

House and Senate leaders presented legislation yesterday rewriting oil and natural-gas drilling rules more than three months after a rig leased by BP Plc exploded in the Gulf of Mexico. The bills would strengthen safety and environmental standards for exploration in federal waters, give Congress direct oversight of offshore energy production, and require companies that cause spills to pay all damages.

They should focus on enforcing the current laws instead of wasting more time, money and efforts that could be better used elsewhere.

Wolfwings - you are right, simply enforcing existing laws would have prevented this disaster. The drilling plan was approved within minutes of submission. Having said that a few additional rules about BOP installation, inspection and safety probably make sense.
Unfortunately the way this government works is that when it sees a need for a few good enhancements to existing rules it treats it as a god sent opportunity to throw in every wish list for things that could never have passed Congress and hope to slide it in when no one is watching.

If the GUMMINT had simply ENFORCED the EXISTING laws by performing the REQUIRED inspections, this tragedy may have been avoided.

CONgress is so busy trying to SEEM important, they forget that their JOB is to try to BETTER the lives of the people they are CHARGED to represent.

We do not need more laws, regulations or restrictions. They are just doing this to try and get more votes in their districts next election. The regulation should be left up to the states that have to deal with these problems and the feds need to get out of it.

What we need to do it to vote every congressman out of office during their next election. Our deficit it the result of their failure manage the business by spending within our means and planning for the future. If any of us ran our businesses like the congressman are managing our country we would all be fired. So, as Trump would say, "your're fired" Vote them all out.

Enforce safety regulations - YES - but how many of these laws are already on the books that are not being enforced. Since Congress is not mandated to read bills before passing them they have no idea what is already law. Banning additional drilling - NO - bad plan for the present economy, in fact any economy.

Agreed Don,

Not enforcing the current rules was a HUGE and DEADLY mistake. One I hope we don't repeat.

I hope the new agency will follow in the footsteps of the agencies that ARE doing it right. Like the FAA who is putting in advanced taxiway management systems so that a runway incursion DIDN'T happen at O'Hare yesterday. Or the nuclear core meltdown that was avoided because the NRC inspector DID her job a month ago.

While it is a terrible disaster, there are thousands of wells in the gulf and this is the only spill of it's kind.
The rules in place are fine, but we need competent people to enforce them.

Typical reaction from congress... wait until all the horses have escaped from the barn, then pass laws about keeping the door shut and locked.

With 27,000+ old, shut down or non-productive wells in the gulf, congress could have strengthened all these regs any time. Instead, they do it now because they have a bleeding heart sob story to use for votes.

More safety rules for oil and gas drilling, but is anyone going to keep check on them.. We had plenty safety rule in place but no one was keeping check to see that they were being followed..

Still there's plenty of oil reserves besides offshore, the legislation will push oil companies to change the strategy, that's all. Easy oil off shore costs too much in oil spills.

The Oil Companies will have the courts stop it. Hope congress also will stop the illegalise in the whole country buy arresting them and keep them out. We need to send a message on these things.

the only part of this bill that makes sense is tying safety records to drilling permits. If this thing passes you can bank on fuel just going up that much more and of course it will be the public that pays like usual.

Too late HawaiianGuy, I already gave the keys to my 15 MPG conversion van away - like 2 years ago. I now ride a 45 MPG motorcycle with a 27 MPG pick-up for bad weather. I have also picked up a 1993 Ford Festiva with the intent to convert it to an EV.

If you think that changing Congress will fix all our ills, you are deluding yourself. Or more likely, someone is selling you a load of shinola.

I have no doubt the landscape in Congress will be vastly different in January. But I give it only until February for the lobbyists, flush with corporate cash, to drag it down the same hole it’s in now.

You can change the faces all you want, but if you don't change the system, you won't get different results. Right now, the people in power to change the system are also the benefactors OF the system. And a fresh crop of faces would like you to make them the NEW benefactors.

If the TEA baggers really want the Constitution back, they should be focusing on Campaign Finance reform. They should be pissed that the Constitution is sold off to the highest bidder every 2 years. You don’t have to worry about the REAL issues if you can get the people to focus on something else. Taxation and big government are code words for the things that hinder corporate profiteering. Makes me wonder just who is backing the TEA party.

I don't have a problem with companies making a profit. But making a profit doesn't excuse irresponsible behavior to your workers, your environment, your community and your nation.

Still need offshore drilling and oil exploration! Tougher safety rules and guidelines for off shore oil well drilling so that an oil leak like this does not happen ever again.
